I can make this project. Kindly specify your requirements. However i shall suggest that you consider Raspberry PI for network automation.

The design is based on a ESP8266 Wifi module and an Arduino Pro Mini 3.3 V. To save space and to use 3.3V battery to power the system

1./ If you want using Arduino board, I suggest Arduino Wifi Shield Board and I will build motor driver + Vibration motor board external, It is very small 2./ If you want have one board with Atmega controller + Wifi module + Vibration motor and more function ( ex: LCD display, Buzzer, LED light, ...). I will design for you. 3./ For Android app, do you have one android apps ?. If you have not any, I will build one Android apps with your board. I've worked extensively with Arduino and AVR custom boards for years. My own projects are often based on AVR microcontrollers and I have experience connecting them via Bluetooth to Android applications to transmit data.

The device you've asked for can be designed and implemented. A week's time is enough according to me. And I'm really good at Arduino, so your work shall be done in time.
