Basic valid XHTML 1.0 cross-browser template for website

Are you an extremely W3C standards based/cross browser web developer? Can you deliver a solid XHTML and CSS cross browser template based on the attached pdf in under 5 days? Ability to communicate in clear English and work to accurate XHTML Strict standards is a must. We need an XHTML template for our new website that validates as "XHTML 1.0 *Strict*" on [login to view URL] and is consistent with the attached pdf. Layout must be correct in all major browsers [Firefox,opera,IE {excluding ie6 and previous},Safari, Chrome, Opera] We do not require adjustments to color or shape at this stage. We do require that basic clean CSS non-scrolling works for our flash box on the far right and that layout automatically adjusts correctly when the browser scales as well as any other css needed to make the basic design layout work in the major browsers. As we may want to work with you again we require that you are an expert in CSS, jQuery and jQuery-ui [login to view URL] with portfolio work that confirms this. Portfolio work demonstrating standards-driven AJAX work is also desirable. We expect low bids on this first work item and will pay more for later work if this one is delivered correctly, with all specified features and validates properly. Once this job is completed to our satisfaction we will offer more advanced CSS work on the second pass. The template is given in the project details, all optional elements must be available in the finished versions you deliver. For example we need to be able to layout the top-right box in two different ways. Options in the template should where possible be based on just changing the css class that a specific element uses. We expect versions to be delivered as a zip file with .html and .css files which provide all the options requested in the pdf.
