Angies List Clone required

Looking for a competent and experienced web designer to deliver a site with similar functionality to Angie's List. More details will be provided to interested bidders as needed. However a few key components would be an admin back-end to maintain the site, a well designed front-end both pleasing to the eye and easy to use. Two types of users: User 1 would need to be able to submit company information in order to register as a service provider on the site; User 2 must have an interface where they would be able to rate the vendor/consultants. Web search of key fields mandatory. Domain and web hosting already in place. Just need a highly functioning site. From winning bidder I would require an initial test site after first consultation and then a period to provide feedback for changes after testing. Payment given upon final testing and go live. Limited support after site release would be required. Only highly competent designers with excellent communication skills (English) and quick response time should bid.
