Hi, This can be done through the tag lib directive and roles attribute in action tag of struts-config(this technique used in many of our past projects). We can also work in EST to deliver the daily status, clarification and to code if required immediately. Thanks.

I have to made authorization and sample implementation page with struts framework. I am working on the same struts framework. I had finished 3 project setup of similar type of modules. I will assure that you will get good commented code which have all level of functionality.
