Design an Icon for iOS/Android

I need a designer who will take my draft app icon (attached) and convert it into professional looking one, which can then be used for mobile apps to be loaded to Apple App Store and Android PlayStore.
Designer must be familiar with the concepts and requirements of App icon designs for both platforms and be able to supply icons of all sizes needed by iOS and Android development environments such that all screen sizes of the devices are catered for, including Retina and HD screens.
Design Specification:
-The background of the icon is to be light grey.
-The words on the icon is spelt Moe Saung. The letter M and S are such that they looked like smoke coming out of the pot.
-The icon to have a glossy finish.
My budget is max $20. Please do not bid if you are not able to work at this rate.
