Build a website (or develop required plugins for WP)

As the name of the project suggests, I need a website built. The website would be used to prototype one website idea I have, therefore the actual functionality and design would be fairly simple - all of which will be discussed over chat with chosen freelancers. The website I currently have is made with Wordpress - works wonderfully for displaying some information, but I need more functionality and not a single plugin delivers 100%. Since for now this is a small project, mainly to see how the idea develops, I see two options: 1. Make a kind of a custom plugin for Wordpress or modify existing ones (small theme adjustments might be required as well). This might be easier than building a website from scratch and I would have an easy time maintaining the website on my own. 2. Use CakePHP or a similar framework to develop the page from scratch. I'm hinting at using a framework because in the future I will want the website improved and the other coder should have an easy time finding his/her way around the code. I should also be able to modify some things with ease, like displaying different data. The core functionality I am after: 1. People can sign up to the page. 2. Registered people receive a profile page where they can add information, etc. 3. Members can then create something similar to an article - in a sense, it would be considered a "post" (note that the terms "user" or "post" do not define the same thing as they would in Wordpress context) 4. Members would have a kind of a news feed - easy way of placing updates and info on their profile page. 5. Google maps could be integrated. 6. Members can search for other members or "posts." The concept itself is a bit more subtle, but this should give you a basic idea of what I am after. Important thing to mention is that this project is, in a sense, a gateway to the actual project - I invite you to bid on this project and then we will discuss the details over chat, I'll ask for your advice how to overall tackle creating such a website and, if you are capable of it and chosen, I'll be happy to create another project for you or award this one (based on the circumstances). The only requirements for the freelancer would be: 1. Communication - more than essential that it is in good English and honest. The main reason for this is that we should communicate easily to avoid misunderstanding and having to redo things. This also means that we can ask endless questions of each other until we both know exactly what each other means. 2. Previous websites or plugins - just to see how they look and function.
