Build a Website like quickr

I need a website that have all the functionalities of Quickr.com. The requirements are as below,

*) Login Functionality for registered users

*) User should be able to post ads as guest also

*) Should be able to login as both employer and as an employee just like Quickr

*) SMS Gateway for the users posting the job

*) Payment Gateway to the admin

*) Creating icons and editing the content of the website should be easy for admin even with no coding knowledge

*) Website should list packages/plans

*) If necessary, we may need the help of the development team in the future too.

*) The website should be SEO Optimized for search engines as well

*) Website should have all the filters as in quickr

*) Innovative layout is necessary which should not be like quickr. I mean creativity.

*) Website should be multilingual and design should be responsive with AJAX, HTML5 and CSS3.

*) Website should support mobile and tablets as well.

*) Website should be performance tuned even if large number of users login at the same time.

*) Users should get notified if the advertisement matches with their defined alert criteria

*) Website should have online chat functionality for both the users and the help desk guy

*) All the data needs to be stored in the database and SQL Queries fetching the data from the system should not have any performance issues

I am an IT Guy myself, but I do not have the time to build the site myself. I know all these requirements are fairly simple to a development guy. So I will award this project to the person coming with the minimum budget and the innovative, user friendly design. Come with a prototype of the website, even on paper is fine. If it is innovative and creative then it will be real good.
