There are many ways to tackle this problem. Any popular CMS (content management system) can be used for the kind of website you have in mind. And then the features you want are implemented as plugins for that CMS. The most popular are Wordpress, Joomla and Drupal. Maybe even no CMS, if you don't plan to manage users (provide registration/login) or provide premium memberships, or add additional content, etc. If it it's just a form or two to enter user data, and a few pages with graphs and maps you can do without a CMS. Next, graphs and maps. There is quite a choice of graphing libraries that can either generate a static image, or make a fancy dynamic graph with configurable options. Maps with postcodes would probably mean using Google Maps. Can't say anything more concrete without knowing how you see this particular mapping feature. Hope this helped. It's a long way to learn developing a website. Because you will need to learn a lot. I can teach you if you want. But for this project I suppose we can just limit it to finish a prototype, maybe on a free hosting server. A long the way, you might ask anything you'd like. For your requirements, you can use php-mysql. Maybe codeigniter or plain php coding will help. I myself prefer codeigniter, but if you want to learn from the fundamental, you can choose plain php coding. For your graph, you can use jquery chart. For geographic map, you can use Google Map API. Since you don't mention any about the chart, my proposal is only for Google Map API. For a very minimal budget, I propose this project is simply create, read, update, delete people information.
