I have read your description and the attached text file also. I can do this job for you in a really reasonable time. As you said you are open to the technologies, You mentioned the angular.js and node.js but want to use the mysql db if you want to use the mysql db I will suggest the PHP or if you are willing to try something new and more fast the mongodb is really fast with the node.js.
