Build a Website

i want a multimedia public website to be build, the home page should have a vintage magzine theme, it should have the features for users to play sountracks and songs from our top 50 list while they are workin on, they should be able to change the theme of the website for their own account, the website should tell latest news abt tech and also reviews , it should have a question and answer section, a section for world commute , it should feature online chatting with people as they make their own account they should use the username to find each other on the web, optional- it may also feature online multiplayer games , it should have a user freindly help desk ETC.
