Build a Website

I would like a website designed that is very concentrated around a map api (like [login to view URL] with Leaflet Draw, or similar, see this website for some example functionality: [login to view URL]). The base site itself could be a single or two pages but should work on mobile environments as well. The map should display 'jobs' (it's not a job posting website, but this is the easiest way to explain it) which are populated from some database. Also, the user should be able show only certain types of jobs (not a huge searchable database, but 4 or 5 options).

Next, there should be a login/register area where visitors to the site can register. Once registered, the user should be able to:

(1) Draw a line or polyline on the map;

(2) Add a marker with description of the line;

(3) Add their company logo to the marker (or use the logo as the marker on the map).

Basically, they should have the ability to dynamically add 'jobs' to the database with a marker/line/logo. These details should then be forwarded to an administrator for approval before going live on the website. If approved, the details which were drawn should be posted to the map so that the public can see it.

Previous experience with similar Map API's (not google) would be an asset for this project. I'm looking for a Freelancer with experience with developing similar sites on past projects. The budget is negotiable and can grow in the future if we are pleased with the implementation.
