Customise Joomla virtuemart

I have max budget USD100. I just need 2 simple pages...

1) User (dealer group) login they can access the pages where they can give input the product stock required to sell in next 3 months. the data enter will be save into mysql.

2) This input will link to [url removed, login to view] or ms excel or any myqsl function to use the solver parameter as show in [url removed, login to view]

3) Administrator can access, view and get report of this tool.
