Chat site Windows .exe

i currently own a chat site OnlineChat4All and i am after someone to turn it into a .exe program that uses my current chat program it can be written in anything but has to have all the functions the chat site has now and it must be totally new and connects to my database in place and chat works with my PHP chat program example:::if i type on the PHP chat program then it can be seen on the new chat program ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No 3rd party components unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the worker's Worker Legal Agreement). ## Platform programmer can tell me this
