Arduino or Similar Control Panel

This is a project that is intended to be creative in nature, built with craftsmanship, and something I'll be able to customize the functionality. I'm a good software developer, just not great on the hardware side. The idea would be to create a multi-function control panel type board, on a much smaller scale to [login to view URL], that will allow me to build a monitoring, analysis, and deployment tool. I would like it to be in a case that has a Green glow to it, a 5-inch color screen (not necessary to have touch enabled), some soft buttons around 2 sides of the screen, a dial to switch between modes (monitor, analyze, deploy), a missile launch type button and a LED light to indicate that "it" is "READY" for launch. The sketch or code to interact with the board must be included so that I can build all the interactions I intend to use the control panel for. Basically, the screen will be used to serve a couple purposes; "Monitoring" will stream some logs of a server, the soft buttons around the screen will switch the log type. "Analyze" will connect to some performance metrics of the system, the soft-keys will change which metric. and "Deploy" will execute and monitor a tool like "jenkins-ci", the soft-keys will change which environment to deploy. The "missle" launch key will be the final approval before executing the deployment. This is all functionality I hope to build myself, but some structure, prototype, or guidance would be necessary. I don't think I care about whether or not the board contains all the code to perform each functional "mode" directly (mostly API execution and HTTP streaming) or if it has to be done through a USB/Serial connection and operating system application, but recommendations would be appreciated. I do know that I just want to make it as plug n play as possible; just not sure if dealing with wifi/networking is reasonable given the budget. I don't care the guts of the board whether it is Arduino, Raspberry PI, or other. Just allow me to upload appropriate sketches/code.
