Hello, my name is Tony Gertz and I would like the opportunity to assist you with your project. As per my qualifications, for my nine to five job I am an Emergency Management Consultant who develops natural hazard risk assessments for cities, counties, and states. A large portion of this are GIS driven assessment maps that often require custom built GIS layers, geocoding, and the use of various ArcGIS extensions such as Spatial Analyst and Network Analyst. The project, as you describe it, is well within my capabilities. This should only take me a day and I promise a quick turn around. I am familiar with mapbox and already have planned out my strategy for creating the zip code polygons (If you know how to use some of the advanced features in ArcGIS, you won't have to create these manually).
