Copying data from a pdf files to a txt document with custom xml tags

We need to extrat data from pdf documents into a txt file.
The pdf files are exam papers, with pre-atributes and question data we need to extract and include in a txt files with custom xml tags.
The questions are all multiple choice questions and tags have already been defined in the txt files.
All the has to be done is to copy the content into the right tags.
There are tags form pre-atributes;
Tags for question "string" (main stem);
Tags for options
Each exam paper has 5 to 7 pages.
Each exam has 40 to 60 questions
There are 80 exams pdf files in total.
We will pay for each exam a fixed rate.
Some will involve mathematical expressions
