I've worked with SAP BI & BW and it extremely difficult to get thing done on time. We ditched the whole thing and went with RFC. Here is what I recommended my current company and they so far succeed in SAP implementation. Replicate all transparent tables out into another SQL instant. The remaining POOL and Cluster table will be accessed through .Net connect (RFC). I can build RFC functions wrapper to insert data back into SAP without breaking SAP contract. I can also make RFC function that will extract data to SQL. I will implement .Net library that can be used by other developer to access POOL and Cluster table or ABAP internal RFC function with ease. I think this will help you to start with your plan in BI development. SSRS will be the main tool to use for reporting. Also, if you want to build analysis tool, you can either use Excel PowerPivot or Microsoft SQL Business intelligent if you like.
