Bulk Email Server

I work for a media company that has millions of our double optin email addresses. We need to connect with people from around the USA about our new products and services that we provide that have agreed to receiving these offers. We have millions of email addresses that have been provided to us using double-optin that want to hear about our offers. I have an email delivery software program that can deliver the emails at about 10,000 per day and would like to know how we can increase that. I need assistance with a bulk email server so I can email to our double-optin list. I need to have 100% deliverability to the inbox. Can you do this, avoid the spam folder? Need especially, yahoo, hotmail, and of course the million other choices. Possibly create this for me with protection from complaints, should we ever get one. To sum it up: 1) I have an email delivery software - need to send more than what its doing right now (a bulk email server - can you build this?) 2) We need 100% to the inbox.
