If the recorded second voice isn't full covered with noise, other words - noise is to much louder than second voice, then there's still hope to be fixed but with lost of quality of second voice...( cutting the noise frequencies which will also result cutting the frequencies of the second voice, because they are on the same channel...) Hey there, I used to work in a Radio station and sometimes our reporters would come back with Audio sounding like that, I would be the one who had to sort it out as I was the technician, If you can send me the file or a snippet of the file, I could have a listen and give you advice.
