Animate 15 second clip of logo to have snow falling

2d animation of snow falling ,, i have a logo that will sit in the middle of a black screen, i need snow to fall behind the logo
THe animation should go for 15 seconds.. at the start, i want only a few pieces of snow/snowflake falling slowly, then gradually increasing in speed half way through, then snow fall should increase in speed and amount heavily.
if you can make it look realistic, i would like the snow to build up on top of the logo (inbetween the V part of the letter M and along the top only very slightly)
Budget is $75 .. will supply logo.
