Hey there! Thank you for considering my proposal. We can't restrict the Save or Save As options in a PDF file but what we can do is to if in case the mandatory fields are left blank, a pop up error message would pop up to let the reader know which fields been left blank. Regarding how it will be don, your form will be coded with JavaScript and the mandatory fields can have a different border color after the reader tries to Save the form without filling the mandatory fields. There isn't much that can't be done with JavaScript in PDF forms but there are certain features that Adobe doesn't provide control over them and unfortunately Save is one of them (as far as I know).
