Tax Discovery and Revenue Enhancement -- 2

The application I have in mind is one that will be used by a Municipality or Local Government for example City of Riverdale,Georgia, USA The city of Riverdale administers and issues Business license (of course like most cities)...to Businesses operating within their jurisdictional area. Typical businesses will get their Licenses some do not......the Code enforcement job is to fine and penalize those erring Businesses. The question is how do you find them.....the approaches used by some"Tax discovery and Revenue Enhancement firms" are 1. Get a list of Businesses in Compliance for the current year from the City or County 2. Get a list of Businesses in compliance in Previous years( may be past 3 years) compare to the current......maybe use Excel or some sort application routines to sort out .. to arrive at the list of those not Currently in Compliance.....and create a "Delinquent List" [login to view URL] to compile also those who are operating within the Jurisdictional area who have NEVER been licensed but should be, this is called "Discovery"....typically the base for comparison again is the Currently licensed( list secured fro the City) to a list of businesses discovered through research into VARIOUS databases eg Yellow pages, Craiglists,Yelp.....using some web crawlers or such database or data mining tools ,I am sure you are more familiar....
