Set up a blog for a community forum

Hi there we are a small community group and require help with the setup of a forum / blog. We dont have any experience with Wordpress etc and need somebody who can guide us and set up the frame work. What we expect from you: - Quick turn around and professional outcome - Setting up a fully functional blog that includes: a public front end which can be easily edited by a novice and allows for the implementation of various media formats, video, youtube and audio , PDF downloads, etc as well as a member area for internal communication. - You will have to have previous experience and we will also look to some degree at your graphic layout and design skills as we will need some input and suggestions from your side to make it look professional. - we require some evidence of your skills in form of screen shots of previous blogs or websites that you created. We have a limited budget of AU$ 200, but have a good idea on what we want to achieve and assume that this could be quiet straight forward time wise. Colour scheme and styling suggestions from your side would part of your job description. We will settle very quickly on something relatively decent looking. Attached is a cut and pasted layout (PDF) for the front end of the blog, showing the features that we require.
