High Quality Email Marketing Brochure ASAP!

I need to design an Email Marketing Brochure to help businesses sign up with my services. 1) must be compatible to view on all devices (e.g. ipad, tablets, smartphones, blackberries, etc.) 2) must load fast and quickly, no lag or delay 3) It must follow the CAN-SPAM law (un-subscribe opt-out section, physical address, advertisement indication) 4) The design of the email marketing brochure should be very attractive and catchy, not confusing, and definitely high quality enough to convince businesses to want to sign-up for our service. So please be creative and come up with your own. 5) There will be text in the email marketing brochure that is graphically appealing. I will describe in detail what I need the brochure to include and who I am marketing to once I hire the designer. 6) The email marketing brochure will be interactive (e.g. I will explain this in detail later) 7) The brochure will have links and website screenshot images or other images linked directly to my website --> I need ideas from the designer what looks most attractive and convenient. 8) There will be description of the service we offer, the great benefits of it, a form customers can submit to sign up for it, payment button for paypal, and also an alternative payment of bank to bank transfer. There will also be a section on the brochure describing about Our Team. 9) It is VERY IMPORTANT that this email marketing brochure be tested so that SPAM FILTERS don't block it. It needs to be as high quality as possible so as to avoid spam filters to block it. 10) I will need 2 identical brochures (1 in English and the other in Indonesia) or somehow we could incorporate English and Indonesia on one brochure. 11) Need this email brochure completed as soon as possible but with the highest quality. 12) The designer must be an expert in designing email marketing brochures
