Video Subtitles- Hard Encode onto video

We create videos all the time with various lengths, I need subtitles to be created and encoded onto the video, you will have export the video in a similar quality as to what you get it in.
At the moment a video can be on average 5minutes long.
We are also looking for someone that can also edit raw footage of other videos when required,
We are also looking for accuracy in the subtitles.
The work is ongoing as we can be producing 10 videos a week
