I have stayed and studied in Perth for 4 years at Curtin University, W.A. I've gone through your article and do not believe it would be a problem translating your article. The term "old hands" can be translated word for word, as it is the exact word that the Chinese use to refer to the presumably older, experienced worker in said industry. The term "tyre kicker" on the other hand, would not be able to be translated word for word, might I suggest translating it word for word first in the translated article, adding a footnote at the bottom of the page to further explain it, as so to not mess with the flow of the article, and not to confuse the reader at the same time?
I am willing to bid for a lower price than the current bidders as I am new to this. Hopefully if all things go well, we'll be able to co-operate again in the future
