An Ad Replacement Engine

This is very difficult to explain and I am not sure of the skills needed to create a project like this. I need a program or software, very similar to LilyJade (read about it here: [login to view URL]) It replaces google ads with the google ads of your own or your CPA offers. To do this they use Crossrider ([login to view URL]) to get an exe and they use that exe and get people to install that exe onto their computer, which then results in all they websites they visit with google ads on them being replaced with their own google ad or CPA offers. I would like something exactly like that except I would like to replace google ads with a WIDGET that contains javascript. Also I would NOT like to use crossrider. This is only an outline of what I need done there are many other details we will have to discuss. But if you think you are capable of doing this and QUICKLY...please let me know.
