Normalize two databases

I have two fairly large databases. The first one has three tables. The second one has about 15 tables. They need to be imported to MySQL. That is the first task. The second task is to create a set of actions or scripts that will allow me to -fairly automatically- upload new versions of the DB's or updated files with new records (structure of these 2 databases will always be the same) DB1 is a people database. It has 3 main tables which are births, marriages and deaths. So a query will give you a persons name, last_name1, last_name2, ID number (primary key), date of birth, place of birth, marital status, date of death if applicable. This one will not be replaced with a new database, but rather will be updaded weekly with update files. We need a script for those updates (that will tell us who was born, who turned 18, who got married, divorced, remarried, etc and of course, who died) DB2 is an assets Data Base. This one is more complex. This one has: 1. Persons 2. Corporations 3. Real Estate 4. Vehicles 5. Liens and several other tables. I am not interested in ALL the tables, but rather in some of them. While in the process of normalizing this DB we will deprecate some tables. This one does not get updated. It gets replaced with new versions of the DB (same tables, same fields, same structure, new data) about once per month to once every three months.
