Dear Sir/Madam, I am a GIS developer and analyst with prior experience working on tasks such as this, from a background in environmental science and ecology. My skillset is fairly broad and includes working with ESRI ArcGIS, QGIS, GRASS etc; programming in Python and R; data management; spatial analysis; map design/cartography; web map development; and working with databases/SQL. I use programming to solve most GIS problems, developing scripts using modules such as GDAL/OGR, GEOS, sp, pyproj numpy etc in Python or R, creating tools for geoprocessing and spatial analysis. In the past, this has included tasks like developing a Python library for hydrological modelling, similar to the flow direction and accumulation tools available with ArcGIS, but completely open source; extracting features from satellite/aerial imagery and DEMs; various zonal statistics and raster calculation tasks; shortest path routing using roads data and networkx; and an assortment of vector spatial intersection/joining tasks. In this case, I can write a Python script using ESRI ArcGIS (arcpy), however will need further details in order to provide a detailed quote.
