We are seeking an experienced Government Contracting and Proposal Manager to identify contract opportunities and manage the full proposal development process from opportunity search through proposal submission. Scope of Work / Responsibilities The selected freelancer will manage the government contracting process and proposal development. Responsibilities include: • Identifying federal, state, and local contracting opportunities for medical, psychiatric, and behavioral health services • Searching procurement platforms such as [login to view URL], state procurement portals, and government vendor systems • Reviewing solicitations such as RFPs, RFQs, and combined synopsis/solicitations and summarizing key requirements • Preparing and writing proposal responses, including technical narratives and pricing proposals • Completing required government documentation such as SF-1449, proposal forms, certifications, and pricing templates • Coordinating proposal submissions before deadlines • Identifying subcontracting opportunities with prime contractors • Developing capability statements and proposal templates for the company • Tracking submitted proposals and contract opportunities • Advising on strategies to increase competitiveness for government healthcare contracts Required Qualifications • Proven experience with U.S. federal or state government contracting • Experience preparing RFP or RFQ responses • Familiarity with [login to view URL], FAR regulations, and government procurement processes • Strong technical writing and proposal development skills • Ability to manage proposal timelines and submissions Preferred Qualifications • Experience with healthcare, medical, or behavioral health contracts • Familiarity working with agencies such as the Department of Veterans Affairs, the Federal Bureau of Prisons, or the Department of Defense • Experience supporting Women-Owned Small Businesses or small business government contractors Compensation Compensation will be negotiated and may include: • Hourly consulting rate • Fixed fee per proposal submission • Performance-based incentives tied to contract awards How to Apply Please submit: 1.
