WordPress with dynamic data import

We have a client who is a real estate agent and wants to develop a website that shows his specific property listings with daily automated updates.
Technically, each day an external site will send a data file to our server via FTP. This will be in ZIP format.
For example, for each property, the data file would have a unique PropertyID, property description, size, asking price, location, links to images of the property, etc.
We need someone to write a script that will unzip this file, parse the contents, and update the relevant tables in a MySQL database.
The data from MySQL should then be pulled into a WordPress site.
We need someone with both the coding and graphic design skills to create this website.
