template integration in a cms ( open source )

Hi , The att. template needs to be integrated in a cms. I have posted this project 2 times before but there seems nobody able to install a cms ( hell even I can install any kind of cms for God's sake ! )and integrate the design. I can supply you with the original uncoded .png file or a sliced version which is valid css/xhtml. What I am looking for is a wonderfull coder ( the ones who will suggest JOOMLA / MAMBO: [removed] as I hate it more than life it self. ), who will be able to integrate this template with all basic functionality ( create new pages based upon the template , edit content , add content , add links , create links ). As I have spent almost $ 300,-- on this project I am not willing to pay you large amounts of money so my budget is real tight. But I can consider you for my future projects as I have quite a few more waiting to be handed over to a good coder. If you do overbid my budget , I will see to it that you will be banned from future projects. I hope you will all understand my position. Thank you !
