Speedtest.net like app

Need expert to develop a web app like [login to view URL] First i need consultation for which stack to go whether in PHP or Node.js because the app gonna be interfacing with 3rd-party API. You need to verify the API source before deciding the tech stack. Also i have UI template in semantic UI. There's also open source Node script on github that could have the needed function. You need to also verify if the script is sufficient to build the app. - web app. - the app is for internet connections testing (just like speedtest) plus another variance. - internet connection features like download, upload, ping, ISP location and another variance (more details later). - i have the UI code ready in [login to view URL] so you can code based on the template UI that provided. - two source of API: one for ISP retrieving, another one for location. Both is free but I need consultation whether this source can be use as expected. (There's also open source script on Github that could just need one source of API). - database either in Mysql or Mongodb depend on choice of tech stack. - Admin backend with the ability to create/edit some category and retrieving data. Prefer a developer with experience in both php and javascript/node.
