PHP and MySQL Project

I need a developer who can create (and afterwards, on-demand support) a work-for-hire web site. It will be a PHP and MySQL site that runs on both Windows AND Linux - but for testing and acceptance, it will be tested on and accepted on IIS. (Linux will come later) and it must pass there as well. The sole purpose of this software is to be a web service to it's owner and to pass data and execute sql securely over SSL to whomever they deem necessary in a basically read-only format from most popular databases either through direct database connection or ODBC. There are these basic elements: Security: Main administrator, and regular user account, including a password (encrypted), and basic contact information must be creatable (with captcha), updatable with standard password reset procedures. Must include captcha for both create and reset. Security types include: author, remote users / calling web sites, primary admin Data Connections: A host of connection strings available, made on-the-fly by a form that asks for common data connection information, thereby dynamically creating and saving the connection string. Feed: A call using remote user / calling web site info, data connection info, query info, the method of embed info, results are: results of the query, portrayed in either text, html, or xml. Query: Stores pre-created SQL strings that are called dynamically, on the fly by web service users. This SQL can be a simple select statement to output data, call a stored procedure, or whatever else is desired of the database in that data connection. Style: Custom style sheet editing available on a per-query feed basis, used for the presentation layer of the HTML feedback. Embed Options: remote user / calling web sites can link directly to the results of the query, or an iframe can be used. Output: By invoking the link, iframe call, or demanding an output XML via web service, the program must output exactly what that same query would result with, Site configuration: Variables, including: -Site Name / Company Name -Copyright footer information -URL to root of this site -Database connection information to site configuration database which holds all data-driven elements necessary to run the site -Audit log on/off -Audit log file - whenever any changes to the configuration database are made, a note of the change, a timestamp, and the user changing it, is stored here. Typical usage: I, as administrator, create an account for someone X. Someone X then wants to create a feed process. Someone X enters database connection information for a database they can access (from where the site is installed). Someone X then enters a custom SQL query (perhaps through a custom-made view, or special-purpose table) and test it. The query results show in the test results. Then, someone X applies default CSS, or customizes the CSS in a screen, and saves it. Someone X then chooses how that data will be delivered: a direct link of text or html with CSS formatting, an inline frame call to that same direct link of text or HTML, or XML. Then they save their feed. Information included in the call includes an encrypted username, encrypted password, and an id of the feed they want resulting data from. The results will always be in a row and column format, including the XML, formatted properly of course.
