Need web application to create Amazon fulfillment network compliant barcodes in bulk

I need a tool that helps with the creation of Amazon shipments. It must conform to the requirements set for by the attached 2D barcode reference guide. Data input would be onto a Google Sheets or Microsoft Excel file and uploaded to the web application to generate the labels and print them out in bulk. I'd like to use the Google Charts API to generate the barcodes which can then be printed to a 4x6 thermal label printer. User will be able to enter in required Shipment information to generate the downloadable spreadsheet which they will be using their own scanners to enter in the data. User should have the option to export item information into Google Sheet or CSV file format for use in other applications. Web app must be built with easily accessible coding framework so improvements and features can easily be added. All source code must be annotated clearly. Would like to be able to host on my google cloud account. User interface must be clean and simple. i'd like to also incorporate a 'scan as you go' function which can create a barcode that can facilitate the creation of a new box, duplicate box configuration, and delete 1 item off most recent scanned item.
