need regex expert

I need regex expert to help me format some html/css code that's stored inside a string variable. Language to do this in is php, but I just need working regex and you can use any of regex websites to format the below code, as long as I can use the regex you produce inside my php code its going to get approved. css code could look like this .text-4 { font-size: ; margin: 0px 0px 15px 0px; padding: 0px; width: 100%; } .text-4:hover { } .text-4:active { } .headline-5 { margin: 0px 0px 15px 0px; padding: 0px; font-family: ""; } .headline-5:hover { } .headline-5:active { } after regex operations we have to endup with clean and beautified css like this .text-4 { margin: 0px 0px 15px 0px; padding: 0px; width: 100%; } .headline-5 { margin: 0px 0px 15px 0px; padding: 0px; } empty classes must be removed, so regex will remove stuff like this: .headline-5:hover { } .headline-5:active { } if its empty between { } it will remove stuff like: font-family: ""; based on a rule that checks if there is a : ""; then that css variable is removed same for next one font-size: ; if it finds css-var: ; it should remove it.
