Mobile Application + Admin Panel

Greetings all, I want an application for a very private communication between 2 parties in a unique way as a question & answer process, the users are divided into 2 types. *) The Users: [User Type 1; asker] (2 sub-types: individual or commercial). [User Type 2; answerer] (1 type only). *) The Mobile Application Functions: - ASK: [User Type 1; asker] Selects a [Subject] >then> a [sub-subject] >then> [User Type 2; answerer]. After that [User Type 1; asker] start to type his question and/or record it as a voice memo >then> attach a file >then> confirm & pay the payment in coins, which is the cost of asking the selected [User Type 2; answerer] a question. - WORK: [User Type 1; asker] Selects a [Subject] >then> a [sub-subject] >then> start to type his question and/or record it as a voice memo >then> attach a file >then> confirm & pay the payment in coins. This way, the question is sent & submitted to the app team. - ANSWERS: [User Type 2; answerer] Selects a question >then> start to type his answer and/or record it as a voice memo >then> select a file from the app library to attach to his answer >then> select a way to close the question ( 1 of 3 types) >then> receive the answer reward in coins. - COINS: Situation One: [User Type 1; asker] buy coins as in [In-App Purchases] with real money. EXAMPLE: 200 coins = 0.99 $. Situation Two: [User Type 1; asker] pays for asking a question to [User Type 2; answerer]. EXAMPLE: 200 coins is the cost of asking a question in [sub-subject] for a [User Type 2; answerer]. Situation Three: [User Type 2; answerer], got 50 coins for answering a question. EXAMPLE: [User Type 2; answerer] answers a question then get 200 coins for that. - RATE & REPORT: *) [User Type 1; asker] can rate by [Like] or [Dislike] the answer after [User Type 2; answerer] send it. *) [User Type 1; asker] & [User Type 2; answerer] they both could report a bad usage of the app or a violation of the rules & T&C. ------------------------- *) The Admin Control Panel Website Functions: - OVERVIEW: few facts & general statistics about the app. - REPORTS: statistics about [User Type 2; answerer] transactions, which is the real money transactions for the [User Type 2; answerer] manually to their bank accounts at the end of the month. transferring all coins balance to money amount then displaying the amount in a currency. - ASSETS: list of [subject]s, [sub-subject]s and [library] of files. With the ability to add new [subject]s, [sub-subject]s and files. - individual USERS - commercial USERS - provider USERS - NOTIFICATION - SETTINGS - HELP please, tell me the best price you could develop this app and the (admin web portal). And how long it will take to develop. I'll do the UI, but for now, use any basic UI elements. I prefer that you use ionic or react native for faster development, plus I want the applications for iOS & Android.
