Food Delivery Order Notification App/Html5 and Wordpress Plugin

I create a Wordpress - Woocommerce (Woo Plugin Vendor Product) Multivendor for Food Delivery Shop and need an iOS and Android App or Html5 for Restaurants, that they receive after a order is placed a sound on the app. They need the same LogIn like they have in Wordpress. Then: 1. Restaurant has for example 3 min. Time to answer the order. 2. He can choose "Accept or Decline" 3. If he decline, status needs to be send to woocommerce and then inform the customer with a email Form. And no charging the order. 4. If he accept the order, he enter the time possibility to deliver for example 45 min. This information also goes to woocommerce or directly to customer. So that he knows when the Restaurant deliver. 5. After accept, a clock counts backward in the customers field. 6. After the driver left the house the status needs to change to `driver comes` (Timestamp in Backend) 7. When driver deliver the food status change to `deliver complete` (Timestamp in Backend) In overview the Restaurant see all his new incoming order/status/time left. And another tab a history with already finish orders. Timestamp in Backend is to compare the times to accept time forcast/drivertime/realtime.
