Re-design a Salesforce Community

Our company has a password-protected customer community. Currently, it's only used to post and organize product/service documentation and recorded webinars in specific categories. We send emails to our customers with links to specific articles in the Community, but struggle with getting as much traffic as we would like.
We want to re-design the Community to be a place customers want to visit proactively on a regular basis to get important updates, announcements, training, etc. It needs to match the design of our main web site, and include:
a. Universal search bar
b. Customer Service Live Agent chat box
c. Featured news/announcement box
d. News/Announcement list section
e. Case/Article Category menu (top and side)
f. Any other element needed to attract more visitors/users
