Create a custom program running in Windows

Let say I want to have a program written for me maybe in VB.NET or whatever language would work with the information below. I have folders and subfolders contain thousand of songs/video and I want to just select a folder, it will scan a folder/subfolder and upload to MySQL, MSSQL, etc. database. I believe this might be something simple and fast to implement, can you give me a quote for below requirement. All musics located in d:\Music folder, so just select the folder then it will scan and upload the information to the database. Example: d:\music\remix\song name - [login to view URL] to database as below. The separator will be "-" or "#" or anything that i can input as the separator between song and singer. I enter my database login info then it will scan the directory, export to text file first, then upload those info into the database. ID -> auto title -> song name singer -> singer filename ->song name - [login to view URL] folder -> the folder path to the song I would like be able to customize my database and not hard code to "title" or "singer"
