Create a Server that grabs proxies from free proxy lists

Basically my idea is to create a server that creates a pool of proxies by pulling free proxy lists from sites such as [login to view URL] and so on. Once it pools these proxies, it then does a test request to see if the proxy is working, so it can then decide if it wants to discard that proxy from the pool, or to keep it.
Once it tests all of the proxies, it then will leave all the working ones inside of the pool waiting to be then be forwarded to a connecting proxy, which is basically just used to host the proxies from the pool. Please look at the picture of the idea provided.
