Create PHP code to create and run VB6 scripts on my Website.

I have several small PHP projects that need to be created on my development server, tested and verified that they operate as an API or service. I am looking for someone willing to work with me via skype or other similar means to understand my requirements and also to teach me some of the PHP programming syntax/process. There are several/many of these routines that need writing. Each will basically take some user inputs and then create a VB6 script which I will provide with variations depending on user selections. Some of the scripts will require looking up and grabbing data from a MySQL database. before execution of the script. After the script is created, it will need to be run and the results provided back as either feeback to the user, zipped up files, or error messages. I have experience in writing websites, but little experience in php or WordPress (our site runs under Windows on Apache and WordPress). I would like to be able to read and understand your PHP so that I can help in the proper creation as well as maintenance in what is written.
