Build a Website with a server and client side application + web design

I need a Developer and, if possible, Designer to build a website and a server-client side app. I need a person or group that knows at least either php, node.js, ruby on rails or any server programming language. I would like the website to look like this: purse.io. My budget is from $100 to $1000. I will talk to you about the project, after I have chosen you. But the project will consist of different rooms (sites) that can be created, deleted (automatically) and people can join that room (site). There will also be transactions included in this website. It might take up to 2-3 months for a person to be chosen and start the job. This is not a social network, this is more like a service like ebay.

I will be only accepting people with a budget of $200 or less. If the project is successful, you will be earning a fixed amount every month or a single payment of $1000.
