I need an application that will sort rows and columns in a matrix so that totals of each row are near equal values.
First the application must allow setting the matrix into rows and columns size – For example 4 rows and 10 columns (see below).
Since the matrix has been set for 10 x 4, there would be 40 cells to populate.
Your application will expect 40 raw values to be inputted into each cell of random values and places.
After I have all 40 values entered, the application will place the random values into rows attempting to make each row of equal total value.
Example: Using the example above of a matrix with 40 spots to accept values and the 40 values to be inserted are as below: (See attached html for greyed out cells below)

The greyed cells (A to J) above would be entered by me prior to running the application.
The goal is to have your application sort the values so that each row total is equal.
Values can be moved from any row or column in order to achieve the desired goal.
You can use any program language of your desire as long as it will run in windows. Even an Excel macro would be OK.
