API integration and customization in existing website

Contact me only if you know the integration of Twilio API and make functional calling between two people (browesr to browser calling). Here is detailed concept. There are two people. A and B A wants to call B from our website. B charges $1 per minute to talk to A. A will add his PayPal details and PayPal verify this detail. A schedule the time to calling and notification will go to A and B to accept the call request at scheduled time Both will get notification via email for call just 30 minute prior to call time. A and B will sit at mentioned time for call and they both will get popup to initiate call. Call starts and last for any minutes. Now suppose call last for 20 minutes discussion on anytopic. After call gets disconnected/ended. $20 will be deducted from A's PayPal account for used minutes. (i.e. per minute charges were $1 and and B can mention any charge at any time). A and B will get notification for the invoice and payment. Need to make a section in existing admin panel to manage invoice and release payment manually for these users every 15 days for these callings. I am not in hurry, do proper analysis before you commit anything. I WILL REVIEW EACH PROPOSAL AND DISCUSS...... WHAT THEY KNOW ABOUT THIS TECHNOLOGY Twilio provide API and schedule pannel and many more thing including admin panel to manage invoice so its not a hard job for a person who knows Laravel and Php.
