TOUCH ENABLED WEBITE ON ELECTIONS IN MAHARASHTRA - repost

We want to develop a website in marathi on maharashtra elections. It should provide following things: 1. categories of various elections. eg. state level, district level, village level. 2. list of probable candidates. here any user can nominate themselves as a probable candidate. registration of candidates required. fb/yahoo/gmail linked registration is required. [login to view URL] probable candidate should have space for his resume/portfolio of social work done, his election manefesto,photos, videos, presentations,etc. 4. users should be able to rate the candidates based on the above [login to view URL] registration required. can be through facebook/yahoo/gmail. user forums, feedback functionality required. 5. users should be able to vote for the choiced candidate. the admin should have facility to manipulate votes from admin panel ( important functionality) 6. the election candidates can send free msgs ( sms preferred) to all registered users.(imp functionality) 7. the entire site has to be in marathi language . The website design has to be trendy and innovative.
