Online petition with attractive web2.0 design, php, wordpres

Firstly I need this project done fast, so if you cannot start working on the project right away please do not bid. Secondly, I will need the system designed with wordpress. If you feel another CMS sytem is better, please indicate what system you would like to use. I want to great an online petition against a cell phone company. So the page will contain a little text about the cause and then will have a sign up form. (I would like this form to be big in web2.0 style). After the user signs up it will record their info and will send them an email to confirm their email address. After signing up for the petition, it will take them to a page to send the petition to their friends. On this page it will have various viral methods to send the petition. Contact importers, social network senders, social bookmarkers, Etc. There is an open source software [login to view URL] that that you can use. I will however need the send a petition form to be a little more organized. (what i mean by this is, the system should remember what email address the user entered in the petition form and then populate that information into an contact import form and as an alternative should give the user the option to manually enter email addresses. It should separate social networks and social book marking. On the occasion that the user provides his id/pass of his email provider it should use this info to send the out going emails from his email providers mail servers. If a provider does not allow this then the outgoing email should be pilled up in a log and a cron job should be set to send a certain amount of emails out every certain amount of time. This is to prevent my mail servers getting overloaded if someone uploads a massive email list. On the petition page it should display the number of people who have signed the petition. There should be two comments systems. 1) Complaints/ Comments 2) Useful tips. Each system will display a list of the most recent comments on the main page along with a link to read all the comments on a separate page. I need two systems like this. 1) Is a petition to stop the bad practices of the company 2) Is a petition to lower call plans. In essence the system works exactly the same its just the info thats different. I will be looking for a very simple, clean and attractive looking design
