Redesign my boring hosting website!

Hello all! I would like a redesign of my current hosting website. Here is the quick and dirty. I want a site that looks like Bill (Gates) owns it on a Homer (Simpson) budget... Now that you have recovered from you laughing fit here are my wants. LOL
1. Complete redesign with a eyecatching look. [url removed, login to view] is my current site.
2. I must be able to edit the menu, add or remove a page from within a text file or some other simple way.
3. My logo needs work so I attached it.
4. I would like my [url removed, login to view] billing system incorporated in the site.
5. A mock-up is required.
6. I would like a good looking default index page built for all hosting customers.
7. I would like a customized email template with all hosting information included for new signups (these variables are in ModernBill).
8. Please do not waste my time or yours if you cannot stay within my budget for this site. Only a 20% +/- scope creep difference is acceptable.
9. I use CPanel and WHM and would like a login to webmail box on the home page.
10. I am willing to give a free reseller hosting account if you are an unemployed web designer/developer. You may use this space to design/develop for your customers and offer the hosting as a value added service and also gain income from site maintenance.

11. The site resides on a Red Hat server using PHP/mySQL. Please remove all bids requiring/suggesting the site be developed or hosted using the Windows/ASP environment.
12. I am not asking anyone to install ModernBill I just need a modification made to the template so that it matches the site.
13. Please do not partial bid on this project. If you cannot perform all that is required please remove your bid.
14. For those that are math challenged the maximum amount I will pay is $360. Which includes a 20% scope difference.
