Web-Based Application Needed ASAP

I need someone to create a web-based stock market based program with a database.

3. I won't need to know when to sell and the buy is what the program should be telling me. That XYZ has a 90% probability of gapping the next day. The indicators may have no bearing whatsoever on gaps but I think it is worth comparing if they do. Obviously volume is an indicator so that one will need to be there but I think most of the gaps are going to be news related. That's where the search of the financial news sites comes in.

4.? I won't need a chart on any stocks it finds. All it has to do is pull up the stock symbol and I can reference it to Stockcharts myself.

5. Number 4 should answer the design part. I shouldn't need any buttons or graphs. Make sense?
