Paid to click+mail site

I want to start a site for paid to click and paid to email adverts. Paid email must work so that buys can select a price then how much they want to pay each person for reading the email. The system should work so that the advertiser pays for example £5 and the advertiser will have various options such as the first 100 members to read the email and click a link will each get £0.04 for reading the ad (90% of the money for adverts will goto members, the remainding 10% will go to 1st level refferals). If the member was not reffered that 10% is what I will make. The paid to click section should work the same way, I may not have described this very clearly and if you need more info dont hesitate to ask. My server can handle PHP/MySQL/CGI and has a mail server, installation may be needed. Payment upon installation. I cannot pay a lot for this as I am a student however realise bids may be high so I would be able to negotiate a 25% share of profits (which could be calculated in the admin area). Features needed: emails must need to confirmed members area needs real time stats of refferals too I also want to offer 1 free refferal for each of the first 100 members so it needs to be easy to do this. These refferals shud occur so member 1 gets reffered member 101 upto member 100 getting member 200 as a refferal.
